Job Description:
POSITION PURPOSE The Training Specialist Gas Operations will plan, design, deliver, and evaluate technical training programs to ensure content meets a current variety of standards, regulations, and requirements. This role will contribute to the training, testing, and maintenance of the Operator Qualifications program. Training will include classroom and on-the-job training and will incorporate both conceptual and hands-on instructional methods. This position will also test and evaluate new tools, materials, and equipment. The Training Specialist will conduct field audits and the certification of field employees. Ideal candidates will have a combination of technical knowledge and communication ability to effectively facilitate learning to various audiences. Successful performance requires a strong working knowledge of the utility industry with Gas Operations knowledge strongly preferred. DUTIES AND RESPONSIBILITIES Strong knowledge and experience in regulatory and compliance requirements as it relates to field operations (gas preferred). Conducts field inspections to evaluate employee and contractor knowledge, skills, and performance to ensure compliance with Company and/or regulatory standards. Identifies and implements corrective actions to avoid potential accidents and procedural violations. Works closely with management to ensure compliance with applicable state and federal DOT and OSHA rules related to all program qualification requirements and procedure adherence. Interprets state and federal codes for field personnel and effectively develops and implements training programs. Identifies and develops training materials. Evaluates performance during and after training by conducting follow-ups with newer employees through field visits, observation/coaching, and refresher training. Effectively manages training costs and resources. Conducts training needs assessments associated with the introduction of new equipment, procedures, and technology. Participates as a Subject Matter Expert (SME) during the modification and creation of new technical training programs. Collaborates with other trainers in the subject matter, content, and course delivery techniques for assigned technical courses. Provides updates and incorporates new procedures and revisions into training programs. Works collaboratively with vendors, technical experts, engineers, and field personnel to provide operational input into the selection and operation of new equipment and development of new operating standards. Participates in committees associated to the role or responsible qualification program.
Experience Required:
QUALIFICATIONS Education and Experience Bachelor's degree in Business Administration, Engineering, or a related field preferred or associated technical degree. Minimum of seven years of experience in associated industry of operations management and/or compliance work. Minimum of five years of relevant training or utility operations experience is required. Knowledge and Skills Experience in performing instructor-led and hands-on training is helpful. Fundamental knowledge of adult learning techniques along with classroom presentation, facilitation, and training skills strongly desired. Basic knowledge of natural gas utility operation, equipment, maintenance, construction practices, utility emergency procedures, and state/federal codes and regulations preferred. Knowledge of 49 CFR, Part 192, Subpart N, Operator Qualification (OQ) requirements preferred. Basic knowledge of Learning Management Systems (LMS). Fundamental digital literacy and knowledge of Microsoft Outlook, Word, PowerPoint, and Excel, etc. Able to mentor, guide others, and work effectively within a team environment. Able to explain technical theories, functions, regulations, or procedures clearly and accurately. Able to work productively with limited supervision. Able to maintain accurate records and documentation. Able to become certified as an Operator Qualification Evaluator within six months. Qualified to conduct welding qualifications and re-qualifications as required strongly preferred. Valid Wisconsin driver's license.
